Introduced by Rep. Matt Patten (D) on February 17, 2009, to authorize a refundable business tax credit equivalent to 25 percent of the expenses of a film produced in Ohio. “Refundable” means the state writes a check for the amount of the credit over a producer’s tax liability. Essentially, the bill would give a cash subsidy to film producers. Not more than $20 million in credits could be given over the next two years.
Referred to the House Ways & Means Committee on February 17, 2009.
Reported in the House on March 3, 2009, with a substitute that replaced the previous version of the bill with one that revises details but does not change the substance of the bill as previously described.

Motion in the House on March 3, 2009, to give the bill immediate effect. Under the Ohio constitution, an immediate effect vote (placing an "emergency clause" in the bill) requires a 2/3 majority to pass. This means the bill wouldn't go into effect until 90 days after the legislature adjourns for the year. The motion failed 60 to 37 in the House on March 3, 2009. Who Voted "Yes" and Who Voted "No"
